    I do not think Uber Scooter is safe. Did you know that one person who falls in their head with a scooter or a bus crash another person into the floor and the head hits the ground. That person can suffer a Traumatic Brain Injury ( a head injury caused by an external force) that can be a lifetime seizure and physical impediments can rise in the future years of the client. https://www.indystar.com/story/news/local/indianapolis/2019/09/20/scooter-lawsuit-indianapolis-rider-says-lime-scooter-caused-injury/2376381001/

    I would say to include helmets in every scooter given by the company is the safest way the client can defend itself from external injuries and head hitting the concrete. I do not see this safety issue in your guidelines of the use of the scooter. This is a crital matter for the population who use this medium of transportation.
